Been using for years (5-6) and i can guarantee you can atleast use a year without having any issues if there is no big transactions or until you cross sending/receivng limit.

Depends on your paypal Limitation. Paypal's terms are not same when different country. You can check this yourself and the VCC seller is not new on market.
