i tested them both and popads are better than those shits (propeller) , also those propeller , the min payout is 100$ ! while popads is 5$ and payment are daily !

You could try adcash.com (as long as you don't have adult content), but some people have reported maleware in some of their ads.
They have pretty shitty cpm when it comes to banners, but great when it comes popups.
