Is paypal working in india?

Sending money was blocked in india few years before.I am not sure if that restrictions still works.Can any1 here confirm if paypal still has its restriction in india?

1. You can receive money from anyone, except Indians. (lol - the irony)
2. You can send payments only through credit cards.
3. You cannot use your PayPal balance to buy anything. It'll be auto-withdrawn to your bank account. So it's a must to have a bank account as well.

Yes you are partially right, because PayPal stopped their India bank withdrawal service, but since last week they has again resumed their India withdrawal service.
