Neither will work as you've obviously no interest in either. They are completely different. If you had asked should I start a forum or blog even with their differences at least they are both about posting content and have similarities but your ideas couldn't be further apart.
Starting something because someone tells you too will never work as it's someone else who has an interest and opinion, not you. You have to have a real interest yourself in the site or project for it to have any chance of success.
I'm afraid in your case neither is "worthwhile" unless we know what you plan to get out of it.
A mirror making site can be good to make a bit of cash if you mirror the files to your own accounts, though it will use a lot of bandwidth. I have never done this though. WCDDL is pretty hard work to make into a nice site but worth it in the end. I use it on http://evilddl.com/ (still not completely finished).
