Your CPM are pretty low, I guess your traffic is not in good quality. I'm also testing them in one of my sites but I get much higher CPM.

I have similar rates (around $4 CPM) with US traffic.
 
Network CPM very very Low why


i think


1. All these companies are greedy


2. All these companies give permission to anyone to work with the website


3. These companies spend 25 to 30% of their earnings on their promotions to find the new publisher and reduces the CPM of the old publisher


4. 30 to 40% of our earning took by managers as their commission.
And these account manager is also fraudster, they count 100 out of 1000 impressions


4. These companies have nothing to do with the publisher, they leave everything on the account manager and they talk rudely with us.


As per my view these are main reasons, If anyone feel bad about these things then I'm sorry

Everyone are greedy, networks and publishers, me too. greed is good. but the rest of your points are not true from what i know. i have good relationship with my account manager in admaven and also in a couple of other networks and from what i see their interest is that i will make a lot of money with them because if i don't then i will leave them so it don't make any sense for them to steal from me.
