i have ooredoo and i got this problem before, just contact support it's what i do every time, it will be solved quickly. when it's done, just upgrad your account to baypass this step in the future, but personally i prefer with sms confirmation in case a got hacked.

yes you can but be sure to have a dedicated ip, and open another user account in your computer (don't use yours) to avoid that paypal track your old cookies.
