Back links can be useful in a number of ways. Back link comes in many ways such as

(1) Directories

(2) Press Release

(3) Article submission

(4) Posting comments

(5) High page rank sites

You cannot get quality backlinks QUICKLY, that is where most people fail in thinking.

When you want to convince google, that you are doing quality SEO backlinking, process must look natural, that means, to build 1000 links, it should last 10 days minimum.
100 backlinks a day. After some time, you can raise that number per day, so again it looks natural, like more interest in your site.
If you're doing backlinking from High PR pages (pr5, pr6 etc) not a good idea doing more than 3-4 a week.

best way is to pay for them.
Pay for PR8 .gov link someone related to your niche, but don't do it much and mix with with low quality links. It has to look natural
